Cook potatoes, cauliflower, garlic and broth on stovetop or instant pot. Then blend with a blender or food processor.
Cook ground beef, sauté vegetables and remaining ingredients.
Add mixture to a large baking dish and top with mashed cauliflower-potatoes.
Bake at 400° F for 25 minutes. Rest for at least 10 minutes.
